A good program to use is Animation shop which comes with paint shop pro.

or
Paint Shop Pro (Which Debbzy recommended, and I've never tried it before)

You should use Gimp. It is an animation/art program that only comes on Linux. Sorry if u don't hav it. I just thought u should know.

Besides, you can also use UnFreez too =P It's a free tool. =)
