You can make websites at a lot of free webspace providers, such as Freewebs (http://members.freewebs.com/) or Atspace (http://www.atspace.com/) or Piczo (http://www.piczo.com/?cr=3).

You can use the templates they provide, add your own text and upload your own images.

If you want to really make your own website, it will help if you learn HTML, the language used to code web pages. Lissa Explains HTML (http://www.lissaexplains.com/) is a good place to start learning, it's aimed at kids and beginners.

You can try Byethost if you think you're ready for HTML.
Byethost supports PHP. ;D
And if you don't really feel like making your own layout but you really want to try HTML, you can always PM me. =D
