if youre talking animating as in blingee sort of you should try lunapic.
its as good as blingee.

I had to search the web for that.
I've never tried it, but when I saw your thread I searched 'animate pictures'.
Maybe www.photobucket.com can animate pictures, but I don't know. It might help though...
I have an account on Photobucket but I only use it so I can get the URL.
